Herrera says projects’ cost led to walkout
Disagreement over the need to build a new sports complex and add on to the Reeves County Golf Course were cited Monday by one of the two county commissioners who failed to show up at last week’s scheduled meetings, blocking a planned 13-cent tax increase from taking effect.
Reeves County Judge Sam Contreras had scheduled several meetings in an attempt to get Reeves County Commissioner for Precinct 1 Roy Alvarado and Commissioner for Precinct 3 Saul Herrera to attend the meetings, which were set to discus and approve the 2010 budget.
However, both individuals failed to show up for the scheduled meetings, which led to the county being unable to set the budget and tax rate for the next year above the current rate of 38 cents per $100 in valuations. Contreras, along with Precinct 2 Commissioner Gabriel Martinez and Precinct 4 Commissioner Ramiro “Ram” Guerra had favored the project, while on Wednesday Contreras announced the county has sold over $9 million in bonds for the construction of seven new holes at the Reeves County Golf Course, along with eight new fields for baseball and softball as part of an adjacent sports complex.
Commissioners had been scheduled to vote on the new budget on Sept. 27, but were unable to do so due to the absence of Alvarado and Herrera. Three other attempts were made before last week’s deadline to get at least one of the two commissioners to attend the meeting, in order to meet state requirements for approving new budgets and tax rates.
At that time Contreras said, “We don’t have the four, so we can’t act on the budget or the tax rate.”
Without a quorum, the group could not vote on the proposed budget which includes an increase in the county’s property tax rate from 38 to 51 cents per $100 in valuation.
“We will have to go with last year’s budget and tax rate,” said county auditor Lynn Owens, during the first meeting.
In response to allegations that they were negligent in their duties to the county, Herrera released a statement on Monday regarding his absence from the meetings and his reasons why the county should not sell the bonds at this time. Alvarado also said on Monday that he will release his own statement later this week.
In his statement, Herrera said, “In 2008 the total taxable valuations were $801,427,305.00 and in 2010 it was $724,019,505.00 the difference of $77,407,800.00, this is the total taxable valuations since the voters vote on the bond elections.
“Judge Contreras, Commissioner Martinez and Commissioner Guerra approved the proposed effective tax rate for next year, which is the same amount of money as this year’s. If we had held workshops before approving the proposed budget it probably would have gone up and we would have had to hold two public hearings where all county residents could voice their concerns and opinions,” he said. “The only thing that changed was the bond projects of a $690,000 payment per year for 20 years.
“It is not in the best interest of the county to pay a 26 percent tax increase on recreation projects at this time. There are other important county issues than need to be addressed. The voters voted for the bonds in a different financial climate, but did not know what was to come in the future. Reeves County had two costly prison riots and the economy fell to its lowest. I believe the projects should be placed on hold until the county can again stand on its feet.”
The golf course addition and the new softball and baseball field are to be built south of the current golf course, on land acquired by Reeves County from the Town of Pecos City. Contreras, Martinez and Herrera were defeated back in March and April in the Reeves County Democratic Primary and primary run-off elections. Primary winners Kyle Taylor in Precinct 2, Tony Trujillo in Precinct 4 and County Judge nominee Dr. W.J. Bang, who will face Republican Robert Hanks in the Nov. 2 election, have all voiced their concerns about spending money on the recreation projects given the county’s other financial problems.
Ramos camp captures cookoff’s top awards
A father and son duo took top honors at the Annual Barbecue Brisket and Ribs Cookoff held this weekend in Pecos as part of the Reeves County Fall Fair, winning all three titles on Saturday afternoon at the Reeves County Sheriff’s Posse Arena.
The contest featured ribs and briskets and teams were encouraged to participate in both.
Grand Champions for the combined best finish in both divisions were “The Ramos Camp,” with father, Pete Ramos and son, Pete Jr. The group placed first and third in the ribs category and first in the brisket category, making them Grand Champions and earning over $1,050 in prize money.
The Ramos Camp also placed first in the ribs category last year.
“This year, we posted the top 15 in each category,” said one of the organizers of the event, Cody West. “This will give everyone an idea of what they can do next year to improve and how close they got to the top.”
He added that this year's competition had 48 entries, the number lower than it was last year.
Second place in the brisket category went to the Orona Camp and third place to the “Beer Drinkers and Hell Raisers.”
Second in the ribs category was “The Chief’s Camp”.
